"During the past 30 years, China has developed rapidly. However, some problems such as environmental degradation and rising energy consumption emerged during the fast growth," said Wang Zhongwei, vice-minister of the State Council Information Office (SCIO).
He said China was still working on environmental protection and energy-saving efforts and urged developing countries to join hands to create technologies that are suitable and affordable.
"Environmental problems are like chronic diseases spreading around the world. Developed countries have a pill to cure the diseases, but they sell the drugs at a very high price. So we need to have affordable medicines for our countries," said the vice-minister.
The 12th Five-Year Plan: The vision of a Green China was written into the 11th Five-Year Plan for national economic and social development covering the period 2006-10 and also the 12th plan covering 2011-15.

Under the 12th plan, heavy polluters have to upgrade their operations to meet environmental standards or they will be phased out, he said.
Green companies: The Beijing-based Yanjing Beer Group, the world's eighth-largest brewery, has been recognised as using a circular economy.he led PayPal to open its platform to Cable Ties developers.
The company invested in several technologies to cut water and energy consumption at its brewery, such as devices to trap heat and gases generated during the fermenting and brewery processes for use in other procedures, while wastewater has been recycled for use in the cooling system.
"We have dramatically reduced the amount of water consumed at our plant and we will continue to invest heavily on technology that will help us cut water and energy consumption," said Guangxu Ding, vice-general manager of Beijing Yanjing Brewery.
"We are trying to blend heavy industry and ecology in an urban setting through green development," said Mr Shao.
Oriental wisdom: To achieve China's ecological goals, Mr Wang believes investing in clean technology or promoting renewable energy is not enough.
"We need to change our lifestyle. We must stop overconsumption," he said.
People in China and throughout Asia should look back to Oriental wisdom and philosophy that teaches how to live in harmony with nature, he added.
"Maybe this wisdom will lead us to a more economical and correct way of living," he concluded.
